Is there significant different between 8th and 9th generation of intel i7 processor?

All of the improvements are minor it is basicly only a refresh of the 8th generation

From an architectural standpoint, no.

Only differences are the 8th gen start at quad core, whereas 7th gen started at dual core.
Obviously, higher core count allows for better performance in multithreaded tasks/multi-tasking.

For reference:

i7 7th Gen:

7500U (2 Cores, 2.7 GHz)
7700HQ (4 Cores, 2.8 GHz)
7820 HK (4 Cores, 2.9 GHz)

i7 8th Gen:

8550U (4 cores, 1.8 GHz)
8650U (4 Cores, 1.9 GHz)
8750H (6 Cores, 2.2 GHz)
8850H (6 Cores, 2.6 GHz)

the generation does not matter much, it will take a lot of processors and clock speed
